European COREnect publishes roadmap towards leadership in 6G chips |

The COREnect project has delivered a high-level strategic roadmap with recommendations to help Europe reach leadership in chips for digital connectivity infrastructures, one of the main objectives of the proposed European Chips Act. The roadmap outlines strategic actions in three focus areas: Compute & Store, Connect & Communicate, and Sense & Power.
The digital transformation of industry creates massive demand for digital components. Communications, including mobile handsets and network infrastructure, represent about 31% of the global demand for semiconductors and the trend is growing. The domain of electronics components and chipsets for telecommunications is attracting very strong industrial and political interest, especially in areas where data, microelectronics, and connectivity meet. Europe has a leading position in the global connectivity infrastructure market, while at the same time has strong dependencies on chipset vendors from outside the European Union. The European Chips act sets the target for Europe to reach 20% of the global market share of chips production in 2030 with a specific focus on the current low market share of 4% in chips for telecoms. The COREnect roadmap is based on an in-depth analysis of this challenge considering strategic trends and potential business opportunities in the areas of future connectivity and microelectronics. Conclusions cover a range of short, medium, and long-term key strategic actions to address the challenges and opportunities across the 3 focus areas. As a first result the relevant industry associations of the two Joint Undertakings (6GIA and AENEAS) have recently signed a Memorandum of Understanding (add link to press release) to jointly address these common challenges. |

State of Art and perspectives on Digital Decade Policy Programme |

On 14 July 2022, the European Parliament and the Council of the EU reached an agreement on the 2030 Policy Programme: Path to the Digital Decade. The programme sets up a monitoring and cooperation mechanism to achieve the common objectives and targets for Europe’s digital transformation set out in the 2030 Digital Compass. This concerns the area of skills and infrastructure, including connectivity, the digitalisation of businesses and online public services as well as the respect of the EU’s Digital rights and principles in achieving the general objectives.
To effectively monitor progress, the Commission, together with the Member States, will develop projected EU-level trajectories for each target. In turn, the Member States shall propose national strategic roadmaps, outlining their national projected trajectories and actions to achieve the objectives and targets, including planned regulatory measures and investments. Progress will be measured with key performance indicators (KPIs) based on an enhanced Digital Economy and Society Index (DESI), and evaluated against the developed trajectories in an annual report on the “State of the Digital Decade” that will be presented to the European Parliament and Council. To give a comprehensive overview and analysis of the digital transformation, the report will also review progress made with regard to the Digital Decade targets, objectives, as well as rights and principles. Member States and the Commission will cooperate to address areas where progress is insufficient and where there are continuous deviations from national trajectories. At any point, the Commission and Member States may undertake joint commitments and establish multi-country projects to meet the 2030 digital targets. The Commission shall review the targets by 2026 to take stock of technological, economic, and societal developments. Large-scale projects are critical for achieving the digital targets and delivering the digital transformation by 2030. Through multi-country projects, Member States can pool resources and cooperate closely to build digital capacities that they would struggle to deliver on their own. The Commission has identified an initial list of areas for investment for multi-country projects, including common data infrastructure, deployment of 5G corridors, connected public administration, high-performance computing, European Blockchain Services Infrastructure, and low-power processors, for example. The policy programme creates a new legal instrument, the European Digital Infrastructure Consortium (EDIC). The EDIC will help in the implementation of multi-country projects and make it easier for Member States to join efforts when they invest in digital infrastructures. The political agreement reached by the European Parliament and the Council is now subject to formal approval by the two co-legislators. As a first step following the entry into force of the policy programme, the Commission together with the Member States will develop KPIs to measure progress towards the 2030 digital targets in preparation of the first annual report on the “State of the Digital Decade” to be adopted possibly already in June 2023. The KPIs will be enshrined in an implementing act. Within nine months, the Member States shall present their first national strategic roadmaps, which will launch the cooperation cycle. |

The 5G wave is taking shape at world level. Adoption continues to grow at a rapid pace in advanced markets and consumer interest increases as coverage is expanding and the range of compatible smartphones is widening. Some markets have seen rapid adoption. Some players have launched plans with attractive pricing. Other players have promoted plans with added value (content, quality of service, higher speeds). Subscriber uptake is particularly impressive in China and in South Korea. These two countries are expected to have reached 12%+ 5G penetration (5G subscriptions/population) respectively by the end of December 2021, thanks to subsidised smartphones and/or cheap pricing plans. Subscriber numbers in other countries remain rather low. MNOs are now focusing on improving 5G coverage: in 10+ countries, population is covered by 5G at 80%.
In Europe, 30 countries enjoy commercial 5G services. 5G is live in every EU-27 Member States as well as in Norway, Switzerland, and the UK. In Russia where the ministry decided to reallocate 26 GHz spectrum from existing radio relay station usage to 5G access networks, three players (MegaFon, MTS and Tele2 Russia) plan 5G launch by 2023. MNOs are mainly focusing on improving 5G coverage outside very dense areas. National governments are more and more keen to provide additional funding for 5G.
Almost 65% of the population is covered by 5G in EU-27 with approx. 150,000 base stations. Major US and Canadian mobile network operators launched 5G commercial services months ago. The US players were among the first to launch 5G services on mmWave frequencies. 5G is now expanding in South American countries (Argentina, Brazil, Chile, Dominican Republic, Mexico, Peru, Puerto Rico, Suriname, and Uruguay). Auctions in Brazil, Chile and the Dominican Republic led to new 5G roll-outs in 2022. More auctions are expected in the region (Canada mid-band and mmWave), Mexico (mid-band). Asia-Pacific shows wide disparities in terms of 5G deployment. It enjoys various quality 5G experiences, particularly in mature markets like South Korea and Taiwan while 5G has not yet been launched in many less-advanced markets. It will account for the lion’s share of 5G subscriptions between 2020 and 2027. The volume effect of China and India will push Asia-Pacific 5G subscriptions to exceed the 1 billion mark sometimes in 2023. Chinese players make up the top3 in subscriber numbers with 207,000 5G subscriptions for China Mobile at year-end 2021 using the 5G network (387,000 5G subscriptions in total). Those numbers reflect in base stations numbers: at year-end 2021, China totalled 1,430 million 5G-enabled base stations all over the country. The world-first single wholesale model 5G network was launched in March 2022 in Malaysia. The government aims at having a state-owned 5G network with 40% reach in densely populated areas by year-end 2022 and 80% by 2024. In India, 5G could be launched very soon. 5G multi-band spectrum auctions took place in July and ended on August 1, 2022, after seven days of bidding and over 40 rounds. Official results have yet to be announced. 51.2 GHz of spectrum (out of 72 GHz on sale) was sold at more than 17.7 billion EUR (17,743.3 million EUR) reaching unprecedented levels.

Workshop on 6G KPI and how to measure them

Workshop description The 5G PPP Test Measurement and KPI Validation work group (TMV WG) invites you to join a workshop to reflect on 6G KPIs and how to measure them. Before EUCNC, the 5G PPP TMV released a white paper on “Beyond 5G/6G KPIs and Target Values” based on input from 5G PPP ICT-52-2020 (ICT-52) projects. In this paper, KPIs from the ICT-52 projects were collected, described, and related to existing 5G KPIs. Where available, the target values for 6G were provided. In the paper, the KPIs were clustered in KPI families based on type and the area that the KPI concerns. As most of the ICT-52 projects were in an early stage at the time of the paper creation, some of the KPI definitions and the target values and measurement techniques were often not fully defined. The target of this workshop is to discuss the KPI definitions and which measurement techniques exist to monitor them. The workshops also intend to identify potential support for the ICT-52 projects. The workshop will also be the kick-off of the next iteration of the white paper on “Beyond 5G/6G KPIs and Target Values” where the aim is to further refine target values and the measurement techniques, again based on input from the ICT-52 projects and the 5GPPP TMV working group.
