On behalf of the Vision and Societal Challenges WG and the Pre-Structuring Model (PSM) SG please give your views on the 5G-PPP Pre-Structuring Model work to date.

To assist participants in Calls for proposals of the 5G Infrastructure PPP, the Pre-Structuring Model (PSM) Working Group (WG which is currently a sub-group of the 5G-IA Vision WG) produced a Pre-Structuring Model (PSM) for each Phase of the PPP, suggesting how a coherent portfolio of projects could address the future calls. This intended as guidance for proposers. The 4 Models (Phase 1, Phase 2, Phase 3.I and Phase 3.II) were developed by the WG Members (open membership), the WG currently including 57 members from 34 different organizations.
The Model for each Phase was developed considering as basis the EC Work Programme and its related PPP Strategic Objectives descriptions, proposing a possible portfolio of Targeted Actions (TAs) and specific recommendations for each Strategic Objective. Each Model was released in Version 1.0 which was then proposed for consultation to larger community or/and presented during EC Info Days and Info Sessions. Each Model was then enriched and up-dated/graded thanks to the community feedbacks and released in Version 2.0. The PSM WG (in collaboration with the PPP EURO-5G, To-Euro-5G and FULL5G CSAs) also developed the Brokerage Platform to help the community further networking and synchronizing on potential opportunities for partnerships (proposed proposals interests and proposed organizations skills).
As the latest PPP Calls are now almost over (latest Call for Proposals have deadline in June 2020, shifted from April due to COVID-19 impacts), a specific analysis is conducted by the PSM WG (supported by PPP FULL5G CSA) to analyze the key lessons learnt related to the PSM, including the analysis of the mapping between the projects portfolios in the different PPP Phases and the respective proposed PSMs, the added value for the community and the points for potential improvement and recommendations for forthcoming Horizon Europe (HEU) Partnerships. We are now asking for your inputs on some key questions that will help the WG to fully qualify and quantify the lessons learnt.
